Overarching headers and pivot table

I'm new to Excel. I have a large table that consists of overarching categories currently in headers. The categories are applicable to multiple columns (i.e. there are duplicate headings), and hence Excel has renamed the header cells with numbers after it (I'm assuming because you can't have two headers of the same title).
My row 2 has specific questions that fall under these categories. Each cell in this row is unique.
I want to:
a) Create a pivot table where you can filter by the overarching category (so I'd like to know if it's possible to merge header cells over relevant category if it's not possible for headers to have the same name), and
b) Allow for further filtering within the pivot table by the specific questions that fall within the overarching categories.
Again - I'm new so apologies if I've missed an obvious solution or resource.
