Is there a way to copy and paste conditional formatting to a hardcoded format, much like you would copy a formula and paste it as a value?

Select a formatted range. Double-click the Format Painter (left side of Home tab). You can paste formatting multiple times. Esc to stop

Paste Special Validation includes the Conditional Format. That should be OK provided you do not have any validation in the source.
