Personal Macro workbook - Windows 7

I try to record a new macro in Excel and when I choose the Personal Macro Workbook so that it is available for all my files I get the message "Personal Macro Workbook in the Startup Folder must stay open for Recording" and then "Unable to Record"

Has it been disabled? Office Button > Excel Options > Add-Ins > Manage > Disabled Items.
