struggling to get my head around it.

=IF(-(F67+F68+F69+F70)<0,0,-(F67+F68+F69+F70))

It says that if the sum of those 4 cells is greater than or equal to zero, then return zero but if the sum is less than zero then turn that sum into its positive equivalent.
A shorter way to write the same thing:
=-MIN(SUM(F67:F70),0)
