Problem opening excel file

when I open it displays the following:
This workbook has lost its VBA project, ActiveX controls and any other programmability-related features.
I have the administrator to download Adobe Flashplayer also. But is of no help.
The other details are as below:

Your security system doesn't allow the content?

Your version of EXCEL is earlier than the one you're attempting to download?

The target file is not an XLS despite its name?

There is perhaps the problem of the system not allowing ActiveX content.
Also, it is to inform that there is a VBA object inside the excel file.
