Problem zooming in Excel when chart and image superimposed

Hi, I have a really annoying problem.

I have created a bubble chart (with transparent background and no text labels on axis) that overlies an image of a map (with Cartesian gridlines that exactly line up to the chart gridlines) to allow me to plot points of different sizes as though they were map locations. Because the map covers a large area and the image is large, I need to be able to view the whole district (which I can do at 25% zoom) or focus on a small area (zoom = 100% ie normal).

Unfortunately the act of zooming between 25% and 100% is that each time, the chart shrinks slightly but the underlying image stays the same. So after a couple of rezooms the gridlines no longer match up.

Interestingly if I zoom using the zoom percent in the toolbar, the chart origin is top left, ie the chart and image are aligned along the top and left, but get out of step towards the right.

Whereas if I hit control and use the mouse wheel, the chart remains aligned to the right and bottom and gets progressively out of step on the left and top.

Note that I have already tried protecting the worksheet, setting both image and chart to "don't move or resize" and tried other settings on image properties. None of these stop the chart from slightly shrinking every time I zoom in and out, and as it's a graph overlying a map it's critical that I can both zoom and that the gridlines remain over one another. Suggestions welcome!
