Question regarding conversion worksheet format

Hi there,

I'm new to excel and I have a problem with the conversion of my excel sheets to spss.
However, the main problem is how I can convert my excel sheets in a more logical form.
Here it comes:

First, I have spreadsheet in which the answers of a questionnaire are ordered. (1-5 = strongly disagree - totally agree)

This looks the following:

In this example there are three respondents (vertical), where there are two
sets (bold) of four questions asked (horizontal).

However, through the selection of the rows on the left side, I have made a spreadsheet which contains the answers for three respondents ordered form left to right.
I have used paste special --> transpose.
This looks the following:

However the problem is that cells B,C,D,E each handle a different subject within the questionnaire.
I want to order it the following in SPSS:
I'm hoping I can convert it like this in excel in a quick way.
Since I have 2400 questions total with 4 different topics at 4 different dates.

I was thinking of the following:
In the horizontal rows (picture 2) make sure the 1's turn into the number they actually represent. (i.e. the number which is bold on the left side of the 1)
After this I can select these numbers on the specific topic.
Since B & G do answer the same topic:

Q1 (B)Q2 (G)Q3 (ETC)
RESP 132
RESP 242
(ETC)

So the transmission of picture 2 to this for the first question is:
B3 --> Resp 1 :3,
B9 --> Resp 2: 4

It is still quite elaborate, since I have to select all the matching questions by hand.
It would be a lot better than what I have up till now but I'm still hoping that someone can explain me an additional approach.
