Reference same cell in multipleworkbooks

I know how to reference the same cell in multiple sheets but does anyone know if it's possible to reference the same cell in multiple files?

Example: I have several budget files and a Summary file. I'd like to pull from the same area in each budget file without opening the file and pointing to the cell.
