Relationship multiple columns between two tables

Hi Everyone,
I have two tables, One is Budget Table and another is Expense Table.

In both the tables there are two columns which are common.

One is "Quarter" and another is "Budget" Column.

I want to create relationship between both the tables and create a Power BI dashboard with these two filters. i.e. "Quarter" and "Budget".
