Removing Read Only

I have created an Excel File and uploaded it to the web. When I download the file and open it in Excel it is in Read Only Mode.

I have went to Save as > Tools > General Options and the Read Only Checkbox is not checked.

The Spreadsheet is Editable in Read Only Mode, but it throws a Pop-up that says the file needs to be renamed.

Users from around the world will be downloading and using this file. How do I prevent this from opening in Read Only mode on their end.

I can close all Excel Files on my computer....Go to the website and download the file, open it, and it still says Read Only
