reorganising data for mail merge

I have a spreadsheet as a .xls generated from a swimming carnival program.

It gives me data in column A that looks like:

Then the data can be mail merged to a parent letter.
How can I make Excel do this?
I want it to be able to be reused year after year.

I have had a friend who did this for me in a text editor using regular expressions.
