rounding formula question

Hi, is anyone able to advise on the formula that would round up to the nearest integer any value with a decimal greather than or equal to 0.5? I would then also like the formula to round down to the nearest integer any decimal that is less than 0.50.

Example: row 1 would round down the 8.45 to 8 and row 2 would round up 4.85 to 5.

Just use the Excel ROUND function.
I think what you are describing is the default behavior when you round to zero decimal places, i.e.

=ROUND(E2,0)
