Rounding to nearest 9 Problem for retail

Can anyone help with the below?

So i use the below formula for my retail pricing to either round up or down to the nearest number ending in 9.

=MAX(INT(V2/10)*10 + IF(MOD(V2,10)>=5.6,9,-1),9)

My problem is if i have a 2 digit or 1 digit number like 17, the formula rounds to 19 making my price higher than the List retail price. My question is if i have a 2 digit or 1 digit number is there an added formula i can use to say that these numbers should remain as is and not change?

=IF(V2<100,V2,MAX(INT(V2/10)*10 + IF(MOD(V2,10)>=5.6,9,-1),9))
