Run procedure at the top of the hour

I'm running a procedure if the current time is greater than (e.g. 09:00 AM). if the user opens the workbook (e.g. 09:38 AM), I would like to run the procedure immediately and then run at the top of every hour after. How can I accomplish this task?

Why don't you simply have your Time tested with 0 minutes and 0 seconds ...
Excel Formula:
=AND(MINUTE(A1)=0,SECOND(A1)=0)

That something to consider, but it doesn't address running the procedure every hour at the top of the hour. I would like to run the procedure at the top of each hour.
