Saving blocked

I have a beforeclose event to block saving changes, however if the user doesn't enable macros they are still able to save!
Is there any way around this?

What do {} around a formula in the formula bar mean?
{Formula} means the formula was entered using Ctrl+Shift+Enter signifying an old-style array formula.
You cannot "force" VBA to be enabled, however, you can make it strongly encouraged.
What I have seen some people to do is hide all the data and worksheets, and have a "Workbook_Open" event unhide it when the file is opened.
So, if VBA is not enabled, the "Workbook_Open" code will not run, and they will not see any data.

A non-VBA option would be to make your file read-only.
