I'm trying to use a scroll bar choose time in 15 increments. All I've been able to see are times associated with the year 1900.

Any Ideas?

Try using aspinner instead of a scroll bar. Link the spinner to (lets say) A1, with an increment of one. in cell B1 use custom format [h]:mm and enter this formula
=A1/96

when you increment (click) the spinner once, B1 will move 15 minutes, and so on, and so on, etc...
