Semi-monthly Dating in Excel

I'm doing a mortgage amortization schedule and have no issue with all other time periods. However, semi-monthly is becoming a challenge.

What I would like to do is have a date entered that the mortgage starts (i.e. 3/3/2011 ... but it could be ANY date). Then, in every cell below that I would like to have the dates of the upcoming payments (3/17/2011, 4/3/2011, 4/17/2011, etc.). The days of the month remain constant for dates of payment (3 and 17 in this case).

I have fiddled with IF statements with no luck, and I would appreciate any help that would fix my problem.

Using Function Arguments with nested formulas
If writing INDEX in Func. Arguments, type MATCH(. Use the mouse to click inside MATCH in the formula bar. Dialog switches to MATCH.
The only problem with that is that if you start on March 3, you'll end up with 3 payments in March (3, 17 and 31).
