Setting up an automatic email in Excel

I've searched this board and haven't found exactly the answer I need.

OK, so next question. How difficult would it be for someone with above average skills to do this, and what would it set me back in terms of $$$?

Like I said, it’s kind of an important work project. So important, that I’m willing to shell out a few of my own bucks to make it happen if necessary.
