Sort "row label" by average of "average of value" doesn't work?

I try to sort a row label column in a pivot table by an average of value.
I click advanced sorting and choose the average of value column.

But the darn row label is sorted by sum of value column anyway! Is there any way to "fix" this?

I'd like to do this in VBA if possible. Hope you can help!

Ctrl+S is used for Save. Ctrl+5 is used for Strikethrough. Why Ctrl+5? When you use hashmarks to count |||| is 4, strike through to mean 5.
