SPI/CPI Matrix Chart

I am looking to create a matrix chart for my SPI/CPI data. I need it to be in quadrants with each quadrant representing over under 1.0 CPI/SPI by project.

Any help/direction that can be offered is appreciated.
 

Excel Facts

Repeat Last Command
Pressing F4 adds dollar signs when editing a formula. When not editing, F4 repeats last command.
