Splitting table by category then into groups of specific size

Hello all, I'm new to VBA and I'm struggling with solving a problem. I have spent days searching for a solution and now I'm stuck!!!
Any help would be greatly appreciated.

Table 1 is filled and can be any length. There is a finite number of test types. Each test type can have any number of samples (ID). I want to create a new table (Table 2) that splits test type into groups of three for all test types and leaves blank any slots within a group of specific test type that aren't filled.
