Statistical Correlation-multiple variants

I have 2 rows of data that combined need to be correlated to a 3rd row of data. I will use this correlation to predict the 3rd row going forward.

Jan Feb Mar Apr
Row 1: 20 19 23 22
Row 2: 4 4 5 4
Row 3: 83.5% 90.6% 117.6% 102.5%

I have 16 months of actuals for row 3 already and I have all future information for rows 1 and 2.

Any help would be great.
