SUMIFS returning 0?

I'm trying to do a very basic income/expenses and keep track of business mileage, then get annual summaries in another tab. SUMIFS returns 0 for all my formulas and I'm not sure what I'm doing wrong. The dates are formatted as dates, the currency as currency, and the miles as numbers.

Here's the formula I'm trying to use to sum the miles in a year:

=SUMIFS(Expenses!C2:C100,Expenses!B2:B100,”>=”&DATE(Summary!A2,1,1),Expenses!B2:B100,”<=”&DATE(Summary!A2,12,31))

The income and expenses are very similar variations on that pointing to slightly different spots so I imagine if I can get one to work I could adapt to the others.

You are using the wrong type of quotes, they should be like " rather than the slanted ones.
