Try:

=sumproduct(--(\$B\$10:\$B\$18 > =\$E\$2),--(\$B\$10:\$B\$18 < =\$E\$3),--(\$A\$10:\$A\$18=\$A2),\$C\$10:\$C\$18)

Copy that down the other rows.
