SUMProject with blank question

I have a cell with the following information

Cell A Cell B
Pass
Skip
NA
Fail
Fail OK
Pass

I would like the formula to only count cell b if Cell A is equal to Skip, NA, Fail with empty Cell B. with the example provided I should get the formula cell to be 3. I came up with the following and now is stuck :(

=SUMPRODUCT((B9:B18="Pass")*(C9:C18=""))

Hope you have data in B:C, not A:B, also NA is just text not error value.

=SUMPRODUCT(--ISNUMBER(MATCH($B$1:$B$18,{"Skip","NA","Fail"},0)),--($C$1:$C$18=""))

Adjust the range.
