Table that counts arrivals per hour from another sheet

I have sheet one that lists the following:
Scheduled Arrival Time (displayed in this format: 15/09/2023 16:51)
Actual Arrival Time (also displayed in the same format)
Ticket Number

On another sheet I want to show:
Arrival hour (for example between 12:00 and 13:00)
How many Scheduled to arrive that hour
How many Actually arrived that hour

It seems really straight forward using countifs, but I can't get it to work with the date and time set out the way it is, also countifs doesn't work if the line for the arrival time is blank

any help appreciated
 

Excel Facts

Round to nearest half hour?
Use =MROUND(A2,"0:30") to round to nearest half hour. Use =CEILING(A2,"0:30") to round to next half hour.
