Time-Scrolling

Maybe some of you can help me.

What would it need to make the Excel scroll down and display the current time in center?
This is an example of how the sheet looks like and it's going for a whole week fluently.

Is there any way to write a script for that?

Help appreciated

Welcome to the board

Please clarify, do you want this to be set up on a screen somewhere, and regularly update so that in effect every half hour the screen scrolls by 1 row? Or just centres on the current time when you open the workbook / select the worksheet?
