Time seperated by a decimal point

I have a spreadsheet where somebody has entered times separated by a decimal point and not a colon e.g. 9.15, 16.10 when they should read 09:15 and 16:10 etc. Is there any quick way to convert these to correct time format?

That definitely seems to work, but can you explain why this works and the other methods mess up the data?

Would be useful to understand why 7.3 converts to 07:03 though.
