Tried everything to convert to iCal format. I downloaded software. Not working! Please help!! :)

Tried everything to convert to iCal format so i can add it to my Windows 10 Calendar and Google Calendar. I have downloaded softwares, used online converters, searched the web for answers, etc. Not working! Please help!! Please see safe, google drive link to access to CSV file, below:

I’m sorry if i am sounding entitled or speaking like someone should do the work for me, but i genuinely and truly am lost and have no idea what else I can do. So if you can convert it for me and send it to me, i would be so very incredibly grateful!

here is specification of iCalendar - Wikipedia and probably your csv is inconsistent with iCal format (headers). I think all headers from iCal should exist in csv even if they are empty

I'm sorry, I'm still very confused. I'm an absolute beginner and not very tech profficient.....

this is Excel forum but
csv = comma separated values (text file)
iCal = Internet Calendaring
