Unable to lock textbox in excel sheet

Hi
The below selected textbox is locked and fixed as seen in the properties panel. FYI the sheet is also protected.
The issues exists for all the textboxes the below sheet.

In Protect dialog box edit objects and edit scenarios options where checked. Unchecking them made the cells locked and fixed.
