Unique Filter with multiple criteria

I have a formula that works fine:
=LET(u,UNIQUE(FILTER(Country,(function="X")),SORTBY(u,COUNTIFS(Country,u,function,"X"),-1))
it pulls in a list of countries and orders them highest to lowest by the number of occurrences of 'X'.

I want to extend this to include 'Y' in the function range. I thought (additions in bold):
=LET(u,UNIQUE(FILTER(Country,(function="X")+(function="Y"))),SORTBY(u,SUM(COUNTIFS(Country,u,function,{"X","Y"}),-1)))

It seems to get the list of countries but it does not seem to be ordering them.
Any ideas?

If your data has zip codes, postal codes, or city names, select the data and use Insert, 3D Map. (Found to right of chart icons).
You would need to use + with 2 countifs functions to preserve the array. Sum is an aggregating function so it is returning the sum of the entire array rather than the sum of each row.

Excel Formula:
=LET(u,UNIQUE(FILTER(Country,(function="X")+(function="Y"))),SORTBY(u,COUNTIFS(Country,u,function,"X")+COUNTIFS(Country,u,function,"Y"),-1))
