Using an If formula to calculate benefits

I am trying to get a formula to calculate on an "IF" basis. The retirement rate is in a set cell. I tried to copy and paste it but I couldn't get it to paste. Welcome to the board. I think this is what you're after:

=IF(N6=3,0,IF(ISBLANK(N6),$Q$2*(O6+S6))

You haven't, however, stated what happens if N6 is not blank and is not equal to 3, if that happens, you'll get a value of FALSE
