Using cell value as an function argument

Hi!
What im trying to do is to replace red marked part of the forumula with value from orange cell (look @ screenshot). Value in that cell is a result of CONCATENATE formula and its result is dynamic. I will appreaciate any help.

Excel Facts

Format cells as time
Select range and press Ctrl+Shift+2 to format cells as time. (Shift 2 is the @ sign).
It looks like you want the INDIRECT function, though I'm not sure what it would be called in your version.
