Using countif statements

I want to know if I use a countif statement to count the range of values in column A =COUNTIF(A5:A564,"<=3" can I also combine another countif statement to count the range of percentages in column B =COUNTIF(B5:B564,">=100%") The reason is the first statement is counting how many widgets were sold. The second statement counts the widgets sold versus the sales goal resulting in a percentage. IF you do not count them together you cannot break them down into categories such 0-3,4-5,6-8,9-+,etc..
