using variable year but fixed day and month

This is probably very simple.

I want a msg box to pop up if today is equal to mm/dd/**. So for example if i want to warn people that today is 2 days before taxes are due. i want the box to pop up on 04/13/** of every year. I only need the year to be a wildcard.

Use the Year function along with Date. It will return the year, according to the current system date:

MsgBox "Today is 04/13/" & Year(Date) &"."

Edit: To check if the date matches, you could use the DateValue function:

If DateValue("04/13/" & Year(Date)) = Date Then
    MsgBox "Today is " & Format(Date, "mm/dd/yyyy") & "."
End If
