utc date specification possible for a cell?

Dear Excel doctors out there?

Is it possible to define a cell to take utc format date?

Excel Facts

Which lookup functions find a value equal or greater than the lookup value?
MATCH uses -1 to find larger value (lookup table must be sorted ZA). XLOOKUP uses 1 to find values greater and does not need to be sorted.

So sorry that the question was not clear. The cell which contains date, but the format has to be yyyy-mm-dd. How to specify a cell to process dates in this format? Your help be much appreciated!! cbo
