Validation List of Time and allow manual input - Timesheet

Hi,

I have a named list [TIME] that follows this format: 00:00, 00:15, 00:30 etc up until 12:00.

This represents the time spent on a task.

I set the cell to have Data Validation of a list and set the list to =TIME.

The dropdown box works just fine.

The manual entry works very strangely. You can enter 00:00, 00:15, 06:00 and several others, but you cannot enter 06:30 for example.

All cells are set to the format of hh:mm.

Any ideas?
