Who is Mr Spreadsheet?
Author John Walkenbach was Mr Spreadsheet until his retirement in June 2019.
Try:

Code:
Sub insertSheetNamedFromSheet1CellF4()
    On Error GoTo nosheet
    n = Sheets("sheet1").Range("F4").Value
    o = Sheets(n).Range("A1").Text
    Exit Sub
nosheet:
    Sheets.Add().Name = n
End Sub
Note, you didn't say which worksheet the new sheet name was so I assumed sheet1
