VBA works for some but not others

I created a workbook with quite a bit of VBA that multiple people use just fine. There are a few people that get the following error when they try to kick off a macro.

The debug highlights the below as the error.
ActiveCell.Formula2R1C1 = "=SORT(UNIQUE('Specialty Report'!R12C1:R30000C1))"

Any ideas on why many users can run it without issues, but some users errors out?

Everyone is selecting "Enable Content" when they get the Security Warning: Macros message.

Excel Facts

Why are there 1,048,576 rows in Excel?
The Excel team increased the size of the grid in 2007. There are 2^20 rows and 2^14 columns for a total of 17 billion cells.
Most likely a version problem. If they are not Running 365 or later version of Excel then the SORT and UNIQUE functions may not be available on their systems. Choices are to upgrade their systems or revise the code to accomodate their version of Excel.
