Vlookup or DSum

I have a list of codes in one column and a monetary value in another
AB501 €3000
AB300 €2300
CB300 €1500
CB503 €2000

1) can you either use vlookup or dsum to look at the first letter and then the digits to assign it e.g. A is sales in area b300, C is overtime in area b300

2) Can you look up a range in vlookup (or dsum) without having to list all the possible combinations e.g. if i know that a business area code will be between 501 and 599 do I have to list them out on a separate sheet for the vlookup/dsum to work? or is there a way of having a cell which says
that a certain Area will be any combination of digits between 501 and 599?

Could use Sumproduct

To find OT only, in areas b500-b599

=SUMPRODUCT(--(LEFT(AreaRange,1)="C"),--(MID(AreaRange,2,2)="b5"),ValueRange)
