Vlookup results in lost zero after decimal point

I found this problem while auditing some tax rates. It seems the problem has occurred when matching a county&tax ID in destination worksheet to a county&taxID (ie Clinton306) in a source workseet, using Vlookup to bring in the tax rate for that ID. The tax rate is a number, such as 1.26, 4.089, 2.37.

It seems that when the tax rate has a zero after the decimal, like 4.089, Vlookup has been dropping the zero, bringing in 4.89 instead of 4.089!

This looks to be a real problem. I am using Excel 2007, but the spreadsheet has to be saved in xls format for importing to another software. The Vlookups are not complicated. These are Not leading zero zipcodes or numbers. They are usually single digits, with 2-5 numbers after the decimal.

Any ideas? Cell format as number, text or general maybe?
