Why rounding to one?

hi all - these two numbers 15,818 / 16,000 equals 0.988, but why is it my cell with the formula resulting in 1.00?

all cells are formatted as numbers
the formula cell is formatted with 4 decimal places
the formula had rounding to 4 decimal places

and yet still shows as 1.00
