xlookup not returning a number value

I have the following formula

XLOOKUP([@[Bid Area]],TBL_Areas[QB Areas],NUMBERVALUE(TBL_Areas[Coins Sections]),"",0)

The lookup value = 8th floor
The return array = 0008 (I have the cell formatted to "0000" number value)

My expectation are to have the "8" value as the result that I will also format to the "0000" number value

The actual result is just "8" not "0008".

I checked to make sure the value in the return array was actually a number by using ISNUMBER

The return array was a confirmed number.

Tried the ISNUMBER on the result and it was not a number.

Why wouldn't the XLOOKUP return a number value?
