y-axis graphing stacked

hello

i have a stacked graph...but i was wondering if its possible to make the graph dynamic so the y-axis range (0-700) can be adjusted according to the selection?

basically, i have a drop down menu which changes city names and their respective data....however the y-axix is set at 0-700, and i would like for it to change accornding to each state's range?
i.e. northeast state has max value of 277, and bc its a stacked graph, it has other data points so really, the graph doesnt look very useful

i hope someone can help me out. pls and thx u!
