Declare Tool Reference Object

How can I declare the below objects without requiring the need to selecting them in the Tool Refences?

Microsoft Internet Controls
Microsoft HTML Object Library
Microsoft XML, v6.0

If I save my workbook with these objects, will I have to select these objects again on another computer?

No. References are stored with the workbook. You'll only have an issue if the reference is not available on that machine, or if there's a version difference.
