Conditional Format Formula

I think I developed a brain lock. I have a conditional format formula comparing 2 cells. I need it to color red if the difference is >3¢ or < 3¢.
Here is what I have: =(D19-F19)<>3
Can someone please tell me what I am doing wrong.

Won't this always be TRUE?

Well it worked in the first formula as the difference between D22 and F22 was 14¢ and it colored it red, but when I copied to the next column =(H22-F22)<>3 the difference between those 2 columns was zero, but it still colored it red. Can you please tell me why?

=OR(D19-F19<-3,D19-F19>3)

I tried the or formula and it resulted in a plain white cell, no red. Any other ideas?
