Add +1 for last 5 years’ sales #s

I'm getting all twisted up in my logic for the following situation, or maybe this can't be done with a simple formula.... Thank you!
In B3, add +1 for each year up to 5 that company has had sales and they have not declined; also add +1 for each year company’s sales have increased.

Gerald, I got a reply from the author! Thanks for your suggestion; it was not a new article, I found his email address and he kindly responded. I'm paraphrasing his reply (The idea was to give points, over the last 5 years, for having sales at all and more points when sales increased. So companies with sales [greater than zero implied] over the last 5 years would get 5 points. And when sales increased each year they'd get 10 points: 5 for having the sales, and another 5 for increasing sales - each of the last 5 years.)
My sales data is in rows, say B4 onward, with the formula/s in B2, and B3 for a 2nd formula, if needed. As the spreadsheet has many rows of companies' sales data that I'll want to sort, I'm hoping for no array formula .... But if an array is the best way, I'll pre-sort by my other criteria and then apply this last bit. Phew! Are you up for the challenge?
