Aggregating based on multiple conditions

Hello all,

I am trying to summarise Value by IND (column B) and summarise in the 2nd table (columns F - column M). The query I am trying is to match 2 criteria - IND & Value <= value in column E. So , cell F3 & G3 has the count of values for Beta with Value <= 1.2 & Average Value for cases with Value <= 1.2. The main table is Table 1 (column - column C) and summary table is table 2 (columns F - column M). The table sample is as below.

Please help.
