Allow Groouping does not work on VBA sheet protection

I'm tring to allow users to group ungroup, the code below won't let them use this function.

Any ideas? Thank you.

Add Bullets to Range
Select range. Press Ctrl+1. On Number tab, choose Custom. Type Alt+7 then space then @ sign (using 7 on numeric keypad)
At a guess you protect the sheet then try to modify the protection, try
