Categorize data using substring searches

I have a table that includes a column full of long text comments. On another sheet, I've started a chart of keywords and outputs that I'd like to use to categorize these comments in a new column next to it. For example, if the comment contains the phrase "itemized receipt", I'd like the output on this new column to be "Send receipts".

I first tried doing this using just a formula, but got the error that I was nesting too much. I then decided to create the table of Keywords and Outputs that I'm building now.

What formula can I use to achieve this? Thank you!
